David C Rose

CEO 

David co-founded Enstar in 1995 and serves as Chief Executive Officer and President of Marketing.

Before founding Enstar, he held senior engineering management roles, including a similar position at a medical device company. David earned a Bachelor of Arts with Honors from the University of Wisconsin–Madison (1977) and later completed an MA at the University of London before transitioning into engineering management.

David brings extensive business expertise in project management and complex contract negotiations. He has played a key role in launching startups and guiding major corporate transitions. His experience also includes pension fund management and commercial real estate acquisition and disposition.

Beyond corporate leadership, David focuses on product innovation and new opportunity development—initially in physical devices and, since Enstar’s founding in 1995, in internet-based ventures. He also advises clients on integrating internet technologies into existing business models.

Specialties
David specializes in applying emerging internet technologies to business processes, with strengths in new concept development, project management, marketing, and client consulting. His current focus is on neatComponents, a hybrid-cloud database engine that powers clearString—a web-based rapid application development platform with integrated security and data management.

Philanthropy
David serves as President of the SharedImpact Foundation in the U.S., a global movement founded in the UK that helps charities access sustainable financing. SharedImpact connects retail donors, corporate donors, and impact investment funds to provide low-cost refinancing for charities and nonprofit 501(c)(3) organizations, helping donations go further.

He is also the founder and president of the HPT Foundation, which is dedicated to improving access to open space, public paths, and trails.

Robert North

CIO

Bob (Robert A.) North co-founded Enstar in 1995 and serves as Secretary and Director of Development.

Prior to Enstar, Bob founded Solution Software, a successful enterprise where he led the creation and commercialization of a series of software solutions. He earned a Bachelor of Science with Honors in Information Systems, Management, and Psychology from the University of Leeds (1994). Since 1998, he has served as a committee member of the BCS Internet Specialist Group (BCS ISG), the UK’s leading professional body for IT.

Bob brings deep expertise in product innovation and early-stage development, combined with a strong track record in team building and management. He has delivered technical solutions adopted by major corporations across areas including accounting systems, customer relationship management (CRM), database integration, and intranet development.

Bob’s primary focus is software design and project management, with an emphasis on systems delivered over the internet. He has extensive experience specializing in web development software and email server software. Currently, he is focused on platform development for the social finance sector. In addition, he advises clients on technology strategy, helping organizations align technical decisions with business goals.
